Decide whether replacement is the right intervention

Have condition, seals, fittings, glass, frame and building connections assessed. Adjustment, repair or a suitable partial upgrade may be worth comparing with replacement. Describe the target: thermal comfort, noise, security, summer heat or maintenance. Do not assume that every target is solved by selecting the most panes.

The consumer window guidance distinguishes the whole-window Uw value from the glazing-only Ug value. Compare the declared value for the complete specified window, not a better-looking glass number. Ask which dimensions, opening types and construction the quoted performance actually covers. Also check escape functions and safe operation where relevant with the designer.

Record who takes the final manufacturing measurements and when the order becomes irreversible. Keep room labels consistent with drawings and the offer. Dimensions for preliminary budgeting are not the manufacturer’s final production release. Ask who bears the cost when an opening, sill detail or finish changes after ordering.

Resolve building consent and ventilation before ordering

In a WEG, check common-property classification and the relevant resolution rather than treating an external window as a purely private product choice. Agree appearance, operation and installation interfaces with the community. Public law and heritage requirements remain separate; use the local district authority for the Berlin project.

New installation can reduce accidental air leakage. The ventilation planning guidance supports assessing moisture protection and suitable air paths before procurement. Have the specialist establish whether a formal concept and further measures are required for the actual extent of replacement. A fan allowance is not a substitute for a design, and a ventilation concept does not automatically mean an expensive central system.

Relevant envelope changes are addressed by current GModG section 36 and Annex7. Have the applicable performance and any funding criteria recorded separately. Older material citing GEG section 48 should not be copied as a current legal reference.

The ventilation assessment and physical work are different services. Check that reveal work and sill connections are neither missing nor charged again under façade work. External shading is included here by choice. Removing a line is a real saving only if it can safely and contractually be separated from the chosen result.

Compare price changes on a gross basis

If a specified glazing upgrade for the same schedule adds EUR 600 net, the gross change is EUR 714 under the standard-rate assumption. Using reserve leaves EUR 1,309 and keeps funding fixed. Keeping the original reserve raises funding to EUR 27,608. Do not multiply that change by 12 unless EUR 600 was actually quoted per window.

Ask whether the price includes opening preparation, airtight internal connection, weather-resistant external connection, fixing, insulation and finish reinstatement for this building. Obtain a complete detail and named responsibilities instead of assuming that the phrase “installation included” answers every interface. Predicted whole-house savings need an energy assessment; a lower Uw value alone does not establish a percentage reduction in your total bill.

Inspect the installed result and keep the records

Match each opening and product to the accepted schedule.
Check operation, agreed finishes and accessible connections with appropriate expertise.
Record concealed-stage evidence and any specialist tests specified.
Resolve defects and obtain care/operation instructions.
Keep ventilation guidance and community/authority documents.
Reconcile supply, installation and previous payments.
