A 60 m² flat renovation: the full budget before choosing a crew

Turn a Warsaw renovation quote into a complete funding plan: work, materials, VAT, kitchen, logistics and a reserve, without counting the same purchase twice.

Define what “complete renovation” includes

For an existing 60 m² Warsaw flat, start with a room-by-room scope rather than multiplying the floor area by an internet rate. Record what stays, what is removed and who buys each product. The example below renews internal services and finishes while retaining the layout. It includes kitchen cabinetry and appliances, but excludes the purchase of the flat, mortgage costs, structural alterations and new loose furniture.

Measure wall and ceiling finishes separately from floor coverings. Count doors and service outlets; describe the bathroom as a complete package with its own boundaries. If its package already includes tiles and sanitary fittings, those items must not reappear under general materials. Photograph the existing condition before the contractor prices removal and substrate repairs.

Make net and gross amounts comparable

The Ministry of Finance distinguishes the standard 23% VAT rate from qualified 8% housing work. The VAT Act adds scope and area conditions; the 150 m² flat limit alone does not make every purchase eligible. Ask each supplier to confirm the treatment of their actual supply. A separate product purchase is not automatically taxed as a renovation service.

For this calculation only, assume PLN 60,000 net of qualifying contracted work at 8%, and PLN 30,000 net of separately bought standard-rated products at 23%. These products exclude the kitchen, appliances and anything supplied within the contractor’s work. The other budget lines below are independently quoted gross amounts; do not add VAT to them again.

The reserve base is PLN 125,700: work, separate finish products and cabinetry. Ten per cent is an editorial planning choice, not a Polish rule or a promise that this reserve will cover every defect. The PLN 4,500 allowance names a particular unresolved repair; it is not money already authorised for the crew to spend.

Price the practical constraints

Give bidders the floor, lift dimensions, carrying distance and delivery restrictions. Ask who protects the common areas, books the waste collection and cleans the route. Warsaw’s PSZOK guidance distinguishes household collection from business waste; a contractor should not assume free disposal through the resident’s household arrangements. Other municipalities have their own conditions.

Keep dates against the estimates. A cabinet offer valid for a short period cannot support a purchase planned months later without confirmation. Identify whether technical checks concern private services or shared building systems, and settle access before promising the crew an uninterrupted start.

Update the forecast without duplication

If the unconfirmed repair receives an accepted gross quote of PLN 3,600, replace the PLN 4,500 allowance. With the reserve unchanged, the funding provision falls to PLN 168,370. Do not add the whole new repair quote while leaving its allowance in place. If a finish upgrade costs PLN 1,200 more, either reduce the reserve by that amount or raise the funding provision; record which decision you made.

An advance payment changes the outstanding balance, not the project price. If PLN 20,000 has been paid against included orders, the original PLN 169,270 provision leaves PLN 149,270 still to fund, including unspent reserve. Keep refunds and supplier credits visible until they reach the bank.

Approve a budget you can act on

  1. Resolve the existing-condition questions that could change the scope.
  2. Issue the same measured schedule and purchasing boundaries to each bidder.
  3. Replace assumptions with dated, complete gross offers.
  4. Separate named allowances from the general reserve.
  5. Map deposits, deliveries and verified work stages to payment dates.
  6. Review the forecast whenever scope, tax treatment or timing changes.

Reno Pro can keep the stages, product purchases and recorded payments together. Use accepted quotes and technical documents as the evidence behind the numbers. A useful budget explains both the total commitment and the cash still needed before moving in.
