What should you check before renovating an older flat in Italy?

Turn the survey into a sequence of decisions before choosing finishes. Establish the property records, condition of retained installations and building interfaces, then separate necessary work from optional improvements.

Reconcile the documents with the actual flat

Gather the available building titles and drawings, cadastral plan, installation records, energy information and relevant condominium documents. Ask a qualified tecnico to compare them with a measured inspection. A present-day cadastral plan is not, by itself, a universal confirmation that every alteration was authorised.

DPR 380/2001 article 9-bis defines the framework for stato legittimo, including particular evidence for older buildings and the relevance of earlier titles. The professional should identify the documents and discrepancies that affect the proposed intervention. Do not assume a new CILA automatically resolves an old inconsistency, or order a kitchen to fit a wall whose status and proposed position remain unresolved.

Survey the systems you intend to retain

Identify the incoming supply, electrical distribution, water routes, drainage, gas where present and heating arrangement. Request an assessment of what can safely remain, what must change for the design and what cannot yet be inspected. The age of the building alone does not prove that every installation needs replacement or that any retained installation is safe.

DM 37/2008 article 7 distinguishes documentation for actual new or partially renewed work and the restricted historical use of a dichiarazione di rispondenza. Ask the installer to explain the proposed documentation and the compatibility of new and retained parts. A DiRi under that provision concerns systems installed before 27 March 2008, with the required assessor qualifications and conditions. It is not a generic replacement for missing records of a modern renovation.

Use a risk register that leads to action

From observation to a decision

Staining near a pipe or wallLocate the cause and assess the affected constructionResolve repair scope before covering

A stain should not be priced as repainting until its cause is understood. For suspect asbestos-containing material, do not break it to “see what it is”. ATS Milano provides the local information and service context. Have competent people identify and manage the material before disturbance, and carry the resulting scope into the programme. A photograph or the construction year does not provide a material diagnosis.

Build the sequence around things that must stay accessible

First resolve the survey questions and proposed layout. Then establish the work classification, required filings, building arrangements and appointments. Coordinate installation designs before rough work. Inspect and record concealed work at agreed stages; only then close walls, install finishes and proceed to final furniture measurements.

The sequence is a dependency plan, not a universal calendar. Drying, product instructions, access and the actual interventions set the intervals. Ask how long the home will lack water, heating or its only bathroom. If you will live there, confirm with the contractor and relevant professional whether the plan can provide safe, usable separation rather than assuming one room can always remain occupied.

The client’s safety duties and notice to the administrator belong before the appropriate work starts. Include shared shut-offs and delivery arrangements in the sequence. A finished private room is of little use if its planned connection to a common service has never been agreed.

Separate necessary work, options and unknowns

Illustrative priorities and funding — EUR
CategoryAmount
Initial assessments and record checks600
Defined necessary work and system repairs19 800
Optional comfort and finish upgrades8 500
Unresolved work: provisional allowance2 400
Temporary moving/storage allowance1 200
Chosen remaining-risk reserve3 000
Full initial funding plan35 500
Funding if the whole optional package can genuinely be deferred27 000

Deferral saves €8,500 only if the optional package can be removed without leaving unfinished dependencies or creating extra future work. Check that decision with the design. If investigation replaces the €2,400 allowance with an approved €2,100 repair, the forecast becomes €35,200, with reserve unchanged. Adding the repair on top of the full allowance would overstate the forecast by €2,400.

Release orders only when their inputs are stable

  1. Close the document and layout questions that affect the design.
  2. Record the inspected installation scope and the treatment of unknowns.
  3. Confirm procedural and condominium dependencies.
  4. Approve the installation layout before concealing routes.
  5. Measure and order fitted products against the appropriate finished dimensions.
  6. Complete the agreed checks, documents and defect list before closing the account.

Keep observations, decisions and cost revisions linked. Reno Pro can organise stages, notes and recorded spending, while technical findings remain in the responsible professional’s reports. The aim is to convert uncertainty into explicit decisions in time to avoid paying for a finish that must later be removed.
