What should you ask a tecnico about CILA, SCIA and edilizia libera?

Describe the intervention before choosing the form. Use the national framework to prepare questions, then have the actual property, regional rules and comune procedure checked before committing the works and schedule.

Take the proposed work to the technician

Prepare an existing plan, proposed plan, photographs, known building records and a list of installations to change. Describe demolition, new openings, partition moves, façade or duct alterations and changes of use. The expression “internal renovation” is too broad to select the correct route.

Ask the tecnico to inspect the building and explain the chosen classification in writing. Resolve relevant stato legittimo questions before treating a new filing as straightforward. A contractor’s promise to “handle the paperwork” should identify the qualified professional, deliverables and actual scope of the service.

Use the national categories as questions, not a self-issued permit

National framework for discussion
RouteWhat to establishWhat still needs checking
Edilizia libera — article 6Whether the precise work belongs to the listed free activitiesLocal planning and sector rules, protection and building rights
CILA — article 6-bisWhether the intervention falls in the residual category and avoids structural involvementProfessional asseveration, design and required ancillary acts
SCIA — article 22Whether the intervention is one of the defined SCIA casesStructural/sector approvals, local process and complete documentation
Another title or procedureWhether the work exceeds these categoriesCompetent authority, applicable title and start conditions

Article 6 leaves planning and other sector requirements in place. Article 6-bis requires a qualified professional’s design and asseveration for CILA, including the absence of structural involvement. Article 22 includes specified extraordinary maintenance affecting structure or façades and other defined cases. Regional provisions and the actual project also matter. The table is a discussion aid, not an exhaustive classification of every renovation.

Test the questions against the actual design

Repainting retained walls, moving a verified non-structural partition and cutting a structural opening should not be treated as the same task. Show the technician the location, construction and intended use of each element. A thin wall is not proof that it has no structural or building function; an internal location does not eliminate constraints.

For example, before relocating a kitchen, ask about installation routes, ventilation, the room’s requirements and common-service connections, as well as the plan change. Before replacing windows or adding extraction, ask about façade, protection and condominium implications. Have the answer reflected in the technical design and the priced scope instead of relying on a generic online checklist.

Verify the live local process and start conditions

For the Milan example, the current SUE service page, updated 16 June 2026, leads to the electronic building desk. Use the actual F205 building portal and its current notices with the technician. Some older municipal URLs now return a missing page, so an old saved protocol instruction should not determine where a new application goes.

Ask who signs and submits, which attachments and payments are required, what receipt you receive and what must happen before work begins. CILA is an asseverated communication, not a blanket approval of any design. Avoid a universal “SCIA means start immediately” promise: the exact procedure, required prior consents and completeness control the start. An article 22 SCIA and a SCIA alternative to a building permit are not interchangeable labels.

Budget the professional and procedural tasks

  • Existing-record retrieval and assessment of discrepancies.
  • Measured survey, drawings and necessary specialist design.
  • Submission preparation, required signatures and professional responsibility.
  • Confirmed administrative charges and other relevant consents.
  • Site-supervision and safety appointments where applicable.
  • Changes, completion records, cadastral update and agibilità review where required.

Request separate final fee proposals with tax and any contributions explained. Identify which task is included, the number of visits or revisions assumed and what triggers an extra fee. Carry an unconfirmed charge as a provisional allowance, not an official tariff or zero cost. Confirm whether a refundable payment needs temporary cash.

D.Lgs. 81 article 90 imposes client duties and addresses multiple executing companies, including those not present simultaneously. Article 99 defines preliminary-notification cases. Ask the professional to assess the actual site organisation, appointments and any applicable exceptions. A small private contract or a single main contractor does not settle those questions by itself.

Plan changes and completion before the start

Agree how a changed partition, new opening or installation route will be assessed during construction. Pause the affected task for the responsible professional’s decision and any required amendment before execution. Commercial approval of an extra price does not automatically update a building submission.

At the beginning, identify the completion steps and their evidence. Article 24 governs agibilità for its specified interventions and conditions; a professional must establish applicability. Keep building completion, installation declarations, any cadastral update and the contractual handover as separate tasks with named responsibilities.

  1. Obtain the technician’s reasoned route for the defined scope.
  2. Confirm local submissions, consents and start conditions.
  3. Put the associated services and charges into the gross budget.
  4. Name the people handling changes, inspections and completion.
  5. Keep receipts and approved revisions with the project records.

Reno Pro can organise stages, notes, costs and recorded payments. The completed preparation should leave you with a documented route and a realistic schedule, while formal design, declarations and filings remain with the authorised people.
