Termomodernizacja: plan the house, the sequence and the full cash need

Use an actual energy assessment to coordinate insulation, windows, ventilation and heating. Keep a possible grant separate from the money needed to deliver the project.

Start with the building and its actual condition

This article concerns an existing single-family house in the Warsaw area, not an individual flat in a large block. Collect drawings, past works, energy bills, heating information and known moisture or roof problems. Ask the assessor to inspect and measure the house rather than choose a package from floor area alone.

The current NFOŚiGW audit guide connects the site visit, inventory and proposed measures. For your project, ask for a clear baseline, alternatives, assumptions and a coordinated sequence. An energy assessment cannot by itself resolve structural damage or a leaking roof; obtain the relevant technical diagnosis before designing insulation over an unresolved defect.

Coordinate the measures before splitting them into phases

Decisions for a coordinated house plan
MeasureDependency to resolveEvidence to request
Roof/ceiling insulationCondition, moisture and boundary detailsAgreed specification and preparatory repairs
Façade insulationSubstrate, window junctions and associated worksMeasured area and complete system scope
WindowsOpening dimensions, installation junctions and air supplyWhole-window specification and installation details
VentilationAir supply/extract after changes to airtightnessDesign and commissioning requirements
HeatingHeat demand after the planned envelope worksSizing, controls and system compatibility
Phased deliveryTemporary interfaces and any repeated mobilisationStage boundaries, interim operation and dated costs

Coordinate envelope junctions and the future service arrangement before ordering individual products. If the work is phased, document which temporary finishes will later be removed and which costs recur. A single scaffold line included in the façade price should not reappear as a second full scaffold allowance elsewhere.

Check the current support route before committing

The current Czyste Powietrze document index links the rules in force from 20 July 2026; archived editions and consultation proposals are not current awards. The programme has single-family-property and beneficiary conditions, and treats VAT as ineligible. Confirm your ownership situation, technical scope, eligible net costs, timing and documents with the relevant WFOŚiGW or operator before signing or spending.

Under the current audit FAQ, an audit precedes the investment, DPAE accompanies the application and a post-project energy certificate is required. Check the actual application route and current instructions for your case. An assessor’s estimate, eligibility check or application is not a grant decision or cash already available to pay a contractor.

Budget the complete project before deducting support

All figures below are invented gross PLN amounts, with the applicable supplier tax already included. They are not eligible-cost limits or market quotations. The façade price includes its scaffolding; waste and the separately commissioned design/checking fees are outside the work packages. No solar installation or interior decoration is included.

Independent house thermomodernisation example, PLN gross
Budget lineAmount
Roof/ceiling insulation package24 000
Façade package including scaffolding45 000
Windows and installation18 000
Ventilation package12 000
Heating package28 000
Works subtotal127 000
Audit, design and checks outside packages6 500
Waste outside packages2 500
Temporary arrangements1 500
Reserve: 10% of works subtotal12 700
Gross funding provision before support150 200
Hypothetical confirmed grant, paid afterward25 000
Owner funding provision after that grant125 200
Cash available before reimbursement130 000
Cash gap before reimbursement20 200

The illustrative PLN 25,000 is an assumed decision for this arithmetic, not a programme rate, entitlement or quotation. Until the owner has that actual decision, plan a zero-grant scenario as well. The gross cash requirement remains PLN 150,200 before reimbursement; subtracting support too early conceals the PLN 20,200 gap.

Separate grants, deductions and borrowing

The Ministry of Finance’s thermomodernisation tax guidance describes a qualified income/revenue deduction for eligible single-family owners. It is not a cash refund equal to the purchase price, and reimbursed or subsidised spending cannot simply be deducted again. Check the remaining eligible expenditure and your own tax position before estimating a saving.

If bridging the cash gap costs an illustrative PLN 200 in interest and fees, add it to the budget. In the assumed grant scenario, the owner’s funding provision after support becomes PLN 125,400. Do not hide borrowing costs inside a promised grant. If a work package changes, update both the gross project forecast and the support assessment; the grant need not increase with the invoice.

Keep evidence through completion

  1. Resolve defects that affect the energy work.
  2. Approve the assessment and coordinated technical scope.
  3. Check the current programme route and timing before commitments.
  4. Confirm complete gross quotes and a realistic cash plan.
  5. Document concealed work, products, commissioning and changes.
  6. Collect the required completion evidence and track actual support receipts.

Store the full audit and accepted scope with the budget. For each phase, show what has been completed, what still depends on a later phase and what money remains available. A lower heating bill is a goal to assess with actual use and energy prices, not a guaranteed percentage saving in a renovation article.

Sources, date and scope

Checked on 19 October 2026. Local examples concern Warsaw unless stated otherwise. PLN figures are invented calculation examples, not a price list, market average or offer. Each article describes a separate project. Gross figures and VAT apply only under the stated assumptions. Check technical scope, professional qualifications, approvals and support conditions for the individual property.
