Start with a usable room, staircase and escape route
A loft conversion budget should start with a measured feasibility study, rather than a price for boarding the roof space. Tell the designer whether you want a bedroom, office or bedroom with en-suite, how it will be used and what furniture must fit. Ask for the proposed stair, landings, finished floor levels and the headroom available after structure and insulation are installed.
The stair can consume space on the storey below. A cheap roof-space figure can therefore miss alterations to an existing bedroom, doors, ceilings and decoration. Ask the designer and building control body to resolve structural support, fire safety, access, insulation and ventilation for the whole affected house. Building regulations approval is a separate question from whether planning permission is needed. This article deals with an ordinary house in England; a flat or higher-risk building needs a different assessment.
Treat published prices as leads to questions
The FMB cost guide gives member-supplied examples, including a rooflight conversion from £30,000 and a £50,000 dormer example. These are supplier illustrations checked on 18 October 2026, not a representative England price survey. The headline table does not establish a consistent VAT basis, measurement date, regional specification or complete list of inclusions. Do not read either figure as an all-in quote for your house.
Use the different conversion types to discuss design: keeping the roof shape, adding a dormer, changing a hip to a gable or undertaking a more substantial roof alteration. Compare usable accommodation and the work needed below, rather than assuming the cheapest named type meets the brief. A promised percentage uplift in resale value is not money available to pay the builder.
Check the planning envelope before buying the build
For England, Planning Portal’s roof-enlargement guide lists conditions for permitted development. Its 40 m³ limit for terraced houses and 50 m³ otherwise concern additional roof volume, including previous enlargements; they are not allowable floor areas. Other conditions and property restrictions apply. Flats are outside these householder rights. Ask your designer to document the actual route and whether a proposed lawful development certificate is appropriate.
Have beam bearings and changes to shared structures reviewed early. RICS identifies cutting into a party wall for loft beams as potentially notifiable work. Planning permission does not resolve that procedure. Agree who prepares information, who serves notices and what surveyor costs remain outside the builder’s price. Neighbour consent and a surveyor’s award are different outcomes; an award is not automatically needed for every loft.
Give every package a boundary
| Package | Ask the builder to state |
|---|---|
| Access and protection | Scaffold duration, roof protection, lifting, skips and protection downstairs |
| Structure and envelope | Steelwork, supporting work, roof alterations, coverings and windows |
| Stair and affected house | Stair manufacture, guarding, openings, doors and making good below |
| Services and en-suite | Connections, drainage routes, heating, electrics, ventilation and fittings |
| Completion | Decoration, floor finishes, testing, certificates and removal of temporary works |
Record owner-supplied items against the same list. If you buy the shower fittings, remove only their supply allowance from the builder’s price; retain the agreed installation and connection work. A separate en-suite quote should not charge again for plumbing already included in the loft package. Ask what happens if the existing heating or electrical installation cannot support the proposed additions.
A worked funding plan, including VAT
| Item | Amount |
|---|---|
| Preliminaries, scaffold, protection and waste | 3,800 |
| Structure and supporting alterations | 15,500 |
| Roof, dormer, insulation, windows and linings | 12,500 |
| Stair, guarding and specified work below | 4,200 |
| Electrical, heating and ventilation work | 4,800 |
| En-suite supply, plumbing and installation | 6,500 |
| Decoration, floor finish and completion | 2,700 |
| Construction excluding VAT | 50,000 |
| VAT at 20% on construction | 10,000 |
| Construction including VAT | 60,000 |
| Design and structural engineering, final amount | 4,800 |
| Applications and building control allowance, final amount | 1,200 |
| Party wall professional allowance, final amount | 1,800 |
| Owner storage and temporary arrangements | 1,200 |
| Chosen reserve: 15% of gross construction | 9,000 |
| Total funding for this example | 78,000 |
The £1,200 applications/control row is a combined planning allowance, not a statement of any authority’s fee. Obtain the actual charges for the chosen route. HMRC explains that most building work is standard-rated at 20%; exceptions require their own conditions. Do not add a second 20% to rows already stated as final amounts.
Expose uncertainty before calling a price fixed
List unresolved items beside the estimate: concealed bearings, existing roof condition, service capacity, drainage route and the exact stair specification. Ask which can be investigated before contract and how any remaining provisional sums will be adjusted. A reserve belongs to the household’s funding plan; it does not grant the builder permission to spend it.
If a £2,400 gross window allowance already included in the example is replaced by an agreed £3,000 gross selection, the increase is £600. Preserving the original reserve raises funding to £78,600. Choosing to use £600 of reserve leaves £8,400 unallocated and keeps funding at £78,000. Do not add the full replacement price without crediting the existing allowance.
Set decision dates around the design and supply chain
- Confirm feasibility and the household spending ceiling before commissioning the preferred design.
- Resolve the planning route, structural design, party wall implications and insurance arrangements.
- Issue one drawing revision and specification to the shortlisted builders; obtain written exclusions and selection allowances.
- Agree inspection stages, ordering responsibility, payment triggers and the change process before site work.
- Check the completed scope, certificates and remaining snags before closing the final account.
Ask how long each quoted price remains valid and which decisions must precede stair or window manufacture. Include the household’s access and bathroom arrangements in the programme. Avoid promising a universal build duration: approval, weather protection, lead times and discoveries are specific to the job.
Questions that should be answered before appointment
- Which drawing revision and finished specification does this price buy?
- What alteration and decoration downstairs are included?
- Are the en-suite, stair, scaffold extension and waste all covered?
- Which amounts are provisional, on what VAT basis and with what mark-up?
- Who arranges inspections and supplies the completion documents?
- What must be agreed in writing before any additional cost or delay is incurred?
Citizens Advice’s England guidance supports written scope and a clear price basis. Keep the chosen quote, drawings, decisions and payments together in Reno Pro if that fits your workflow. A project record helps you track commitments; the designer, surveyor and building control body still make the relevant technical and procedural assessments.
